A bit of follow-up here.
After some further digging, it appears that the problem on APFS is not in F_PREALLOCATE itself, but in a consecutive ftruncate() syscall.
This doesn't change the whole picture, just a detail.
The Internet already has some WTF posts regarding this behavior.

It's definitely an APFS-related problem - they basically broke the semantics of the syscall(F_PREALLOCATE) in this filesystem.
I will turn off the preallocation on APFS then, regardless of a media type (HDD/SSD).

So something worth investigating here ? Yup. You're on APFS, right? Those number you've shown says that this filesystem is actually zeroing the preallocated space: 3300Mb / 8s = ~400Mb/s. Hey bchuter! It's possible you're overthinking the situation :) Those figures various software display highly depend on a methodology used for calculation. NC does the following: start time tracking. scan the source (especially painful when dealing with remote volumes). do the actual copying. update...

@Mike, I could not find a way how to disable (change colour) of the selected background in Classic theme. Hint? Btw, theres, also no section "Full" for theme changing... You can simply tune opacity to zero to make this background fully transparent. NC will notice this value and won't draw it at all...

Well, just mere year and a half has passed, and I've added a history support for temporary panels. (sarcasm mode)
Not sure about modification of temporary panels though, especially what UX should it be.

It's wrong that this menu item is listed in hotkeys in the first place.
Clearly you can't "execute" a submenu.
I'll figure out something to remove this conflict.
