Well, it was tricky, but doable.
Now NC behaves more or less like Finder or others, in terms of dragging from inactive window/panel.
As a side-effect - context menu was updated too, now it is no longer bound to focused item.
Please take a look at these changes in the next preview build.

Now this dialog can be controlled with Tab/Shift+Tab or Right/Left arrows.

Also, now that I think of it, %P is a component of "Insert selected items" section. Shouldn't it return nothing if nothing's selected? Right now, if nothing is selected in the panel, it returns the element pointed by the cursor, but this could be confusing (and perhaps limiting?). For my use case a...

I think I've found a bug which caused this issue. Hanging trailing space (' ') appeared in tools parameters string and it was happily eaten by shell, but, since spawning of external processes uses a different parameters treating, it was misunderstood as a 3rd parameter, which in turn made BC mad.
