But why would you ever need it?
All these actions are accessible via hotkeys.

Yes, but not all people understand and use hotkeys. My thinks:

1. A similar context menu contains in any graphical file Manager, including Finder.

2. These items are spread across different contextual menu in menu bar.

Mouse is also a useful interface! Most peoples use it ;)

I tweak menu items in first post. Thanks!

User defined context menu is not a usual way in Mac. In windows, there are some powerful applications allowed you making a context menu.
For example, Total Commander can do it.

But MacOS has its own GUI zen, cocoa applications have a much concise UI and much fewer context menu items or toolbar icons.

You have to use menu commands or use hotkeys in most MacOS applications. I didn't see any software in Mac can change context menu. BTW, The hotkey in NC is awesome, NC is a keyboard driven not mouse driven application, why not learn to use hotkey?

If you really like the context menu way, there is nice software named "KeyCue". You can use KeyCue to make any menu commands in NC or make your own context menu(The menu in KeyCue is wide and more powerful).

Finder has context menu on blank position... It is best way for manipulate with files for beginners. New file, new folder, view mode, sort mode - it is basic operations in all gui managers.

First, it is wrong to say all gui managers have this feature, finder and path finder(or other finder like file managers) give you this feature. Other third-party file managers(Orthodox file managers like Total Commander) usually don't provide such context menu. The design of Nimble Commander is based on Orthodox file managers (dual panel).

Second, it is not the best way for beginners, most of my folders are full of the files, there is no space to click to show this context menu. I I never use blank window context menu until you talk about it.

Nimble commander has its own workflow (more powerful) to do such things, it is better treat nc as a anti finder file manager. For example.
There is a "m" in the left corner, if you click it, the sort menu is ready. (context menu needs one extra click to sort)
F7 can create a folder (you can even use the file or folder name in your cursor)

1. I say about managers for Mac.

Finder
ForkLift
Transmit
Yummy FTP Pro
Path Finder

And users who used this popular managers and wants to switch to NC.

2. I say about alternatives, this function is not necessary, simple for implementation, and does not contradict the concepts of NC.

3. I understand about this features. NC have nice ui and good hotkeys functional, best in class.
But usecases may be different, I'm used context menu to creating a folders, and change view mode, but I understand to hotkeys is faster for this.

1. Yes, these file managers are popular and have greate feature too, but they are all the "finder like" file manager I talked about before, "finder like" means the file manager is only for mac and some UI is used the similar tech of finder(cocoa framework).

2. NC is a different design, I don't think it will provide some finder only features. This is common for a orthodox file managers, for example, Total Commander in windows never has some really basic features of windows file explorer.

But I do understand a special "user defined menu" is helpful for beginners or even experts. NC has a nice feature named "quick lists" (in the menu "GO"), maybe a user defined quick list will be in the future version.
