Hi Sasha,
That's a problem in Files' terminal input subsystem.
It currently does not process any of such key-changing logic.
Will fix it.

maxim, Well, answering if that numbers are taken from Finder - yes they are, simply from fovaurites' ordering. Nope, there's no such system-wide option, that's a hypothetical option inside Files specifically.
I'll write it soon and we'll see if such scheme is useful or not.

Current implementation should restore both of panels, not sure why left panel state path was not restored in your case.
