This is odd.
Do you have "All controls" selected for "Full Keyboard Access" in system Preferences?

try as you see in previous screenshot:
choose UTF-8 in dropdown and then try to jump over controls via [tab] pressing?
And, enter as confirm also not working

Still no luck, sorry...
What I've tried:
1. cmd+f to bring dialog
2. tabbed five times to move focus into encodings combobox
3. hit down arrow to open a pop-up list
4. chose another encoding with arrows
5. hit enter to commit a new selection
After that:
- tab/shift+tab works, navigating as expected
- enter triggers searching as expected.

Am I missing something here?

I see the problem behavior only when UTF-8 is selected
in other cases - just as you tried.

Nope, absolutely the same - no matter which encoding was selected.
This is really weird.

another refinement: Alt+Tab and Shft+Alt+Tab worked in my case

That is absolutely weird.
Am I right that Tab key is not even displayed when UTF-8 is selected and focus is on that combobox?
It looks like something outside is capturing this keystroke and not letting it go.
Can you check this with minimum of other processes hanging around?
