I'm a keyboard centric user (at least for my everyday tools). So I never bothered with the "laconic" toolbar. I started bothering a bit when I replaced my work mbp with a touchbar one: the F-keys are second class there (at least in my configuration (which I prefer), you always have to press Fn) so I though I could probably drag some toolbar items to the touchbar but then realized that an app needs probably to explicitly support the touchbar...)
The only thing about the "laconic" toolbar was that when encountering Files/NC I needed to have second look to understand that it's really powerful because from the first screenshot one can get the impression that it's a prototype version 0.1 without serious features
