I mean: if batch renaming would be able to transliterate file names, that would be great.

This is especially important when preparing files for uploading to FTP: Cyrillic names are not always supported correctly.

Wow, that must be a really sophisticated machinery!
Don't think this would ever be added to NC, sorry..
What is possible though is some kind of external interface in the batch rename tool, similar to general external tools, but solely for strings transformations.

Sadly, this would be a useful feature.
Total Commander has a special plugin for this:
